Information for foreign medical graduates wishing to apply for a licence to practice medicine in Poland

INFORMATION

For physicians and dentists of foreign nationality applying for the license to practise the profession of physician / dentist in the territory of the Republic of Poland.

According to art. 2, item 1 and 2 of the Act on the Profession of Physician of December 05th, 1996, each practising physician and dentist is required to obtain formal authorisation - the licence to practise the profession issued by regional chamber of physicians and dentists [Okręgowa Izba Lekarska] (OIL), and the membership of a regional chamber of physicians and dentists. Physicians granted the license are automatically entered into the register of OIL physicians and become its members.

Procedures required to grant the right to practise as a physician take place at the regional chamber of physicians and dentists (OIL), within which jurisdiction the foreign national intends to conduct his professional activities. Prior to initiating the above mentioned procedures, it is advisable to contact the OIL office in order to obtain information concerning the procedures themselves, samples of documents and other information. Procedures at OIL are initiated upon a motion of the Minister of Health and Social Welfare (MZiOS). Physician of foreign nationality applying for the right to practise his profession in the territory of the Republic of Poland (RP) shall contact the Employment Department of the Ministry of Health and Social Welfare at Warszawa, ul. Miodowa 15 and submit his request to put forward the motion. The request along with all required documents can be sent by mail, as well.

The following documents are required by the Employment Department to put forward the motion:

  1. translation into the Polish language and a copy of the original diploma of physician / dentist; and (in the case of foreign universities’ graduates) certificate of equivalency of the above document to the diploma of physician issued by any Polish medical university or a nostrification of a foreign diploma issued by any Polish medical university;

  2. copy of a passport;

  3. statement of capacity to perform acts in law;

  4. certificate of health issued by a II degree specialist of internal diseases or a specialist of occupational medicine being a member of the chamber within which territory the foreign national intends to conduct his professional activities (sample available from MZiOS):

  5. proof of professional conduct issued in the country where the foreign national has previously conducted his professional activities;

  6. certificate of passed examination in the Polish language (in the case of foreign universities’ graduates); or certification of linguistic competence (in the case of Polish universities’ graduates, completing the study in the Polish language). (Legal basis: the disposition of the Minister of Health and Social Welfare of February 18th, 1998 concerning the Polish language examination (Dz.U. [Legal Gazette] of 1998 No. 37 item 213).

In the Republic of Poland there are two types of the licence to practise the profession of a physician. Limited licence is granted by regional council of physicians [Okręgowa Rada Lekarska] (ORL) to physicians intending to complete internship (for dentists called preparatory training till October 01st, 1999) or adaptation training course before taking the state examination. Physician who has never had the licence to practice medicine in the territory of RP can be only granted the limited licence.

The licence to practice medical profession can be granted by ORL to any physician intending to complete his post-graduate training or specialisation, to take up an employment at a public or private health care institution or to establish an individual practice. The licence can have a specified validity date and in the case of a postgraduate training course a specified localisation, as well.

Requirements for physicians intending to obtain the licence to practise their profession (foreign and Polish nationals) depend mostly on the fact whether they have completed Polish or foreign university and whether or not they have completed an obligatory internship in Poland.

Documents submitted to ORL shall be accompanied by a current address for correspondence and, if possible, by a telephone number.

An appropriate committee of ORL shall meet the physician concerned, check the submitted documents (if necessary, require some to be completed or additional documents to be submitted) and then submit ORL the full documentation along with committee’s opinion.

The procedure at ORL shall finish either with granting the limited licence or the licence to practice medical profession, membership of, and entering into the register of the regional chamber of physicians and dentists; or with refusal to grant the licence. Limited licence is always issued for a specified period of time. The licence (not limited) can be granted for an unlimited or limited period of time. Within 14 days after receiving the decision of ORL, applicant shall have the right to appeal against it to NRL [Naczelna Rada Lekarska]. The appeal should be submitted to the same ORL that issued decision in question. In the case of a NRL decision, the applicant can appeal to the General Administrative Court.

The following categories of physicians applying for the licence to practice medicine are possible:

  1. graduated from a Polish medical university and never employed after the graduation;
